Outdoor Event Infrastructure Checklist for the UAE: What to Plan Before Build Day

An outdoor event in the UAE needs seven layers of temporary infrastructure: ground protection, structures, staging, crowd control, seating, site services and lighting. Plan them in that order, because each layer sits on the one before it. This checklist walks through what to decide at each stage, the questions to ask your suppliers, and the UAE-specific conditions (sand, wind and heat) that catch first-time organisers out.
Quick checklist:
- Survey the site and confirm access
- Protect the ground with trackway or event flooring
- Place and ballast tents, truss and structures
- Build the stage around sightlines and rigging loads
- Plan crowd control and perimeter fencing
- Add seating and safe access
- Set up toilets, offices, ticketing and lighting
What is event infrastructure?
Event infrastructure is everything temporary that turns an empty site into a working venue: the flooring people walk on, the stage and rigging, the fencing that controls movement, the seating, the toilets, offices and ticket booths, and the lighting that keeps the site safe after dark. It is built before the event, supported during it and removed afterwards. Production elements such as sound, video and décor are usually planned separately, but they depend on the infrastructure being in the right place first.
When should you start planning?
Start as soon as you have a confirmed site and an expected attendance figure. The UAE’s outdoor event season runs through the cooler months, roughly October to April, and suppliers’ stock and crews are busiest around National Day, New Year’s Eve and major festival weekends. Booking early secures equipment and gives time for site surveys, layout drawings and any approvals your venue or authority requires. In Dubai, event and activation licensing is handled by the Department of Economy and Tourism (DET): see its events and activations licences page. Other emirates have their own authorities, so check with yours early.
The outdoor event infrastructure checklist
1. Survey the site
Everything else depends on the ground. Before you choose any equipment, confirm:
- The surface: sand, grass, hard standing, beach or a mix
- Vehicle access for delivery trucks, forklifts and cranes
- Available power, water and drainage
- Entrances, exits and emergency vehicle routes
- Build and dismantle windows agreed with the venue
2. Protect the ground
Soft or sensitive ground needs protection before anything heavy arrives. HDPE trackways are interlocking panels that create an instant roadway over sand, soft soil and uneven ground, and are rated for heavy loads, including 50-tonne cranes. T3 flooring is a perforated system that sits over grass, letting water and sunlight through so the lawn survives the event. Use trackway for vehicle routes and build zones, and T3 for guest areas on turf.

3. Place the structures
Next come the structures that define the site: clear-span tents and pagoda canopies for hospitality, registration or storage, aluminium truss for entrance gantries and lighting, and the stage itself. Every outdoor structure needs ballast. Concrete blocks, steel weights or 1,000-litre water ballast tanks hold tents, truss and barriers secure against wind.
4. Build the stage
Decide the stage size from the performance and the audience sightlines, not from what fits. A main stage typically includes the deck, a scaffold or truss roof for lighting and sound, LED screen support structures, and safe access stairs. Agree the rigging loads with your production team early, because they decide the structure.

5. Plan crowd control and fencing
Map how people will arrive, queue, move and leave, then choose a barrier for each zone: Heras fence for the perimeter, police barriers for queues and lanes, front-of-stage barriers for standing concert crowds, and picket, barasti or rope and pole where looks matter. Our guide to temporary fencing and crowd control barriers in Dubai covers each type in detail.
6. Add seating
Seated events need either banquet chairs for dinners and ceremonies, or tiered grandstands with bucket seats for sports and spectator events. Grandstands and VIP platforms also need staircase towers or ramps for safe access. Read what event organisers need to know about grandstand seating hire before you set a capacity.

7. Set up site services and lighting
These are easy to leave late and hard to fix on the day:
- Portable toilets: enough units for your peak attendance, placed away from food areas, with servicing or attendants for longer events
- Modular offices: for event control, accreditation, medical and security posts
- Ticketing counters: at each entry gate, sized to your expected arrival rate
- Light towers: for car parks, access routes and night-time build and dismantle where there is no permanent power

What UAE conditions should you plan for?
| Condition | What it affects | How to plan for it |
|---|---|---|
| Sand and soft ground | Vehicle access, structure footings, barrier feet | Lay HDPE trackway; increase ballast and check footings |
| Wind | Tents, truss, banners, fencing with infill | Ballast every structure; limit solid infill on exposed fences |
| Heat | Crew safety, guest comfort, build schedules | Build in cooler hours; add shade and air-conditioned cabins |
| Turf and landscaping | Venue damage and reinstatement costs | Use T3 flooring on grass and trackway on routes |
| Night working | Safety during build-up and dismantle | Light towers on access routes and work areas |
Common planning mistakes
- Booking the stage before surveying the ground. The surface decides the footings, the ballast and whether trackway is needed.
- Treating each supplier separately. Fencing, flooring, staging and seating all share the same site plan and the same access routes. Clashes on build day cost time.
- Forgetting the dismantle. Venues often allow less time to clear the site than to build it.
- Under-lighting the back of house. Car parks, service roads and build zones need lighting as much as the stage does.
Why use one infrastructure supplier?
One supplier means one site plan, one build schedule and one team responsible on the day. For more than 26 years, Apex Events has planned, supplied and installed event infrastructure across the UAE, at national ceremonies, concerts, festivals, sporting events and exhibitions. Recent projects include Liwa Village and Union Fortress 9 in Abu Dhabi, the F1H2O World Championship in Sharjah, and New Year’s Eve at Atlantis The Palm and MOTB at Burj Park in Dubai. See more on our events page. Our flooring, structures, staging, fencing, seating and site services are all held in our own Jebel Ali yard and installed by our own crews. Frequently asked questions
What infrastructure does an outdoor event need?
Most outdoor events need ground protection, structures such as tents and truss, a stage, crowd control fencing, seating, site services (toilets, offices and ticket booths) and lighting. The exact mix depends on the site, the attendance and whether the event is seated or standing.
How far in advance should I book event infrastructure in the UAE?
Book as soon as the site and attendance are confirmed, and earlier for events during peak season, including National Day, New Year’s Eve and major festival weekends, when equipment and crews are in highest demand.
What is the difference between HDPE trackway and T3 flooring?
HDPE trackway is heavy-duty ground protection that creates a roadway for vehicles and cranes over sand or soft ground. T3 flooring is a perforated surface for guest areas on grass, letting light and water through so the turf is not damaged.
Why do event structures need ballast?
Temporary structures are not fixed into the ground, so ballast (concrete blocks, steel weights or water tanks) holds tents, truss, stages and barriers in place against wind and load. Exposed UAE sites, especially beaches and desert locations, need particular attention.
Can one company supply all the infrastructure for an event?
Yes. Apex Events supplies and installs flooring, structures, staging, crowd control, seating, site services and lighting across the UAE on a single order, with one team managing the build.
